Special Inspection Program

In conformance with the International Building Code, Chapter 17, Section 1704: Special Inspections, the Town of Marana Building Safety Department has established an ongoing program to enable qualified special inspectors to perform required inspections within the following categories of work:

  • Steel Construction (including fabrication, welding, high-strength bolting, etc.)
  • Concrete Construction (including material testing, formwork, reinforcing, placement, etc.)
  • Masonry Construction (including material testing, installation, reinforcing, grouting, etc.)
  • Wood Construction
  • Soils (including material testing, fill placement, etc.)
  • Pile Foundations
  • Pier Foundations
  • Sprayed Fire-Resistant Materials
  • Mastic and Intumescent Fire-Resistant Coatings
  • Exterior Insulation and Finish Systems (EIFS)
  • Smoke Control Systems
  • Special Cases recognized by the Building Official including:
    • Post-Tensioned Slab/Foundation Systems
    • Post-Installed Anchors (epoxy bolts, expansion anchors, etc.)
    • Others as determined

Special Inspection Guidelines 2005 offers an expanded overview of the Special Inspection Program; responsibilities of the Project Owner, Architect and/or Engineer of Record, Special Inspector, Building Official, and Contractor; and procedures for special inspection. Also presented are minimum qualifications for Special Inspectors and basic, required inspection tasks for each inspection discipline.

Special Inspection Guidelines 2005 governs the Special Inspection Program within Town of Marana as well as the participating jurisdictions of Town of Oro Valley, Town of Sahuarita, & City of Tucson. Pima County conducts a similar but separate program governing projects occurring within unincorporated areas of the county.

In cooperation with the Town of Oro Valley, Town of Sahuarita and City of Tucson; the Town of Marana Building Safety Department uses a Special Inspector list by Inspector Name  and Special Inspector list by Company Name list that is hosted on the Town of Oro Valley web site. This list is formatted to provide an alphabetical listing of all approved special inspectors and companies, along with a description of the particular disciplines within which they are accepted into the program.

Persons or companies wanting to be considered for inclusion on this list must submit a letter and resume outlining their qualifications for undertaking special inspections to the Town of Oro Valley. Adequate proof of minimum qualifications, as outlined within the Special Inspection Guidelines 2005 shall be included with the request, as well as a work history demonstrating experience in the inspection disciplines under review.

When special inspections are required by the International Building Code, the Architect or Engineer of Record, or the Building Official, a Special Inspection Certificate is required to be submitted to the Building Safety Department for review and approval prior to the issuance of a building permit. This form must be fully completed to include the project name and address, signature of owner or legal agent, special inspection categories intended, a designated, currently approved special inspector, and the "wet seal" of the qualified engineer representing the corresponding special inspection company. In order to expedite acceptance, the completed form may be e-mailed or faxed to the Building Safety Department. However, prior to issuance of a permit, the original, "wet-sealed" form must be delivered to Town of Marana Building Safety Department.
